Lead procurement manager

Lead procurement (materials, equipment, and services), oversee budget and schedule of a project portfolio, maintain project management methodologies, standards, and tools.
• Procurement and quality control: Perform full-cycle procurement management with ~35 suppliers simultaneously, regularly visit warehouses, vendors, manufacturers abroad (e.g. China, South Korea) for quality check and inspection.
• International logistics management: Oversee the international shipment and handle full set shipping docs and certificates, arrange customs clearance, lead negotiation with domestic carriers and brokers to realize cost saving spend through renegotiation of the tariff rates.
• Project management: Ensure that the portfolio of projects (e.g. research and development, construction projects with up to ~$7mm in project value) is managed consistently. Integrate IT solution for portfolio managing based on 1C software product. Develop and continuously improve standard processes by adopting best practices.
• Research and data analysis: Lead market research to identify potential suppliers, services, materials and equipment (more than 1000 items in 30 categories), mining data, analyze procurement and logistics data, identify patterns, trends and translate those into actionable insights, such as cost-savings.
• Cross-cultural communication: Act as a single point of contact between the Project Execution team and suppliers’ staff (usually based in Asia, Europe, and North America).

RELEVANT PROJECTS
Coil coating line (2019): Led full end-to-end tender process, vendors and manufacturers inspection (Jinan, Hefei, Shanghai, etc.), one-time delivery (Maersk line, 33 high cube and 17 flat rack containers (break bulk cargo)), customs clearance (realize substantial cost savings on the firm’s ~$570.000 customs spend through strategic applying for tax relief - 0% VAT).
Aluminum profile workshop (2018): Led procurement of the CNC profile machining centers and cutting machine, manufacturer inspection (China), multimodal shipping (Blue Anchor line, Sinokor Merchant Marine line, FESCO railroad transportation operator, 1 high cube container, 3 dry containers).

Performed export and import management, international purchase, and coordinated with suppliers both foreign and domestic.
• Procurement and quality control: Led sourcing products (e.g. aluminum coil and plate), developed purchasing strategies, and managed supplier relationships with suppliers including China Zhongwang Holdings Limited (SEHK: 1333) and Henan Mingtai Al. Industrial Co., Ltd. (601677.SS).
• Contract management: Led the end-to-end contract cycle, involving strategy, procurement, implementation, (e.g. contract correspondence, claims, requirements for insurance, letter of credit, etc.).

Assisted in the entire tender process from start to end, including accurate and timely completion of pre-qualification, tendering, and commercial proposals.
• Contract management: Carried out activities related to tender contracts (clients included Lukoil, Velesstroy, and Rostec) from analyzing and implementing the contract to monitoring it, as well as managing all incidents and claims related to it.
• Research and data analysis: Developed and maintained an overall tender database (over 3000 tenders) for bidding/tender activities and their related reports, which included bidding price, documents, etc.
